Chasing Metrics, Missing the Mark: Lessons from Colonial Cobras to Modern Management

During the British colonial period in India, Delhi faced a pressing issue: an overwhelming number of venomous cobras. To curb this threat, the British officials introduced a seemingly straightforward solution — offer a bounty for every dead cobra, aiming to mobilize the locals into reducing the snake population.

But, as with many policies, there were unintended side effects. Some entrepreneurial individuals recognized a lucrative opportunity. Instead of hunting cobras, they began breeding them at home. The more cobras they bred, the more they could kill and turn in for a reward. As word of this malpractice spread, the officials had no choice but to end the reward scheme. The outcome? Those home-bred cobras, now worthless to their breeders, were released into the streets, leading to an even more significant cobra menace than before.

This cobra saga is a quintessential example of Goodhart’s Law, which states that: “When a measure becomes a target, it ceases to be a good measure.” This principle, attributed to economist Charles Goodhart, underlines the unforeseen consequences that can arise when metrics are misused or overly emphasized.

In the corporate environment, Goodhart’s Law manifests in various ways. Companies, in a quest to appear more profitable or efficient, often set targets around metrics like EBITDA. When managerial bonuses are tethered to these metrics, there’s an inadvertent incentive for creative accounting or even outright manipulation. Instead of actions that genuinely boost the company’s health, decisions are made that merely make the numbers look good on paper. This focus on the short-term can erode a company’s long-term prospects and integrity.

But it’s not just in boardrooms or the streets of Delhi, where this law has implications. On a personal note, I’ve observed how an overemphasis on metrics can skew our health journeys. In the age of wearable tech, I become fixated on hitting certain numbers. My Apple Watch, for instance, became both a motivator and a tyrant. Its three rings—move, stand, and exercise—dictated my routine. Eager to achieve a “full circle,” I often overexerted myself, often compromising on sleep and rest. The aftermath? My energy waned, my stress hormones skyrocketed, and my physical appearance began to reflect this imbalance. The very device meant to enhance my health had, due to my obsessive focus on its metrics, led me astray.

Goodhart’s Law serves as a timely reminder in our data-driven age. Metrics, while powerful, have their limitations. They are tools, not goals in themselves. When designing systems, whether in governance, business, or personal development, we must:

  1. Conduct Pre-Mortems: Envision potential negative outcomes of the metrics you’re considering. Techniques like Inversion or Second Order Thinking can be valuable tools here.
  2. Prioritize Authentic Metrics: Always aim for indicators that closely align with your genuine objectives. In the cobra scenario, perhaps tracking and reducing live cobra sightings would have been more effective than counting dead ones, though not without its challenges.
  3. Balance Indicators: Introduce complementary metrics that ensure a holistic understanding. For instance, in health, the weight might be one metric, but the overall health indicators like energy levels should be another.
  4. Embrace a Multifaceted Approach: A single metric rarely tells the whole story. Using multiple metrics can provide a well-rounded view of performance, capturing nuances that a single metric might miss.

As someone deeply entrenched in the quantified self-movement, I’ve always advocated for the benefits of metrics in understanding and improving oneself. Harnessing data can shine a light on areas of our life we often overlook or underestimate. However, my experiences and the tales of unintended consequences like the cobra saga have instilled in me a healthy respect for the nuances of measurement. Metrics can guide us, but they should not define us.
